Step 1: Launch the Start menu, then go to Settings, and then finally select Accounts. After that, you need to select the option of Family and other users. 

Step 2: After that, choose the option of add someone else to this PC. 

Step 3: Choose the option, I don't have this person's sign-in information. After that, go to the next page and choose to add a user with a Microsoft account. 

Step 4: Enter a username and password or choose security questions. Then, click on Next. 

Steps to Change Local User Account to an Administrative Account

Below are the steps that you need to follow to change your local user account to an administrative account.

Step 1: First of all, go to the Start menu and then go to Settings. After that, select Accounts. 

Step 2: Go to the option of Family and other users and select the name of the account owner. After that, choose "Account Type".

Step 3: Then, select Accounts type and choose Administrator and then click on OK. 

Step 4: Sign in with your new administrator account.
